We have a number of exciting opportunities within the Business Support Centre’s (BSC) Employment Services and are looking for enthusiastic and motivated people to join us as we work towards the implementation of a new HR and payroll system.

About the team:

Employment Services is a fast paced and varied team providing a service to over 40,000 employee records. We support the authority’s responsibilities in connection with HR policy, employment legislation and payroll throughout each stage of an employee’s employment journey. This ranges from advertising and recruitment, through to training, attendance, changes to terms and conditions/pay awards and ultimately leaving and retiring. The service deals with high volumes of work where accuracy and attention to detail is crucial. We work closely with key partners such as HR, our IT department, Legal Services and other internal BSC teams. The service compromises of around 80 colleagues working flexible across four key teams to deal with peaks in workload.

We are made up of four teams, each covering a specific area:

Teams and responsibilities

Team 1 - Training administration, DBS administration, advertising, recruitment support

Team 2 – Employee changes to contract, Enquiry Team, payment of claims

Team 3 – Employee matters, attendance management,

Occupational Health, self-service team  

Team 4 -  Technical team (SAP organisational management, school conversions and pay awards, payroll support)

About the role:

Whilst the successful candidates will initially be placed on one of our four teams, we may ask you to work flexibly to deal with changing priorities - depending on your experience and the needs of the service. As an Employment Services Administrator you will be responsible ensuring we meet our deadlines in the production of all payrolls. 

Your responsibilities will include:

  • Processing information onto our systems with accuracy
  • Working flexibly and as part of a team to support colleagues during busy times
  • Managing your workload to identify the priorities and ensuring they are dealt with accordingly
  • Dealing with customer enquiries
  • Supporting customers on the use of our systems and forms
  • Taking part in training on systems, processes, and legislation
  • Identifying your own learning and development needs and discussing them with your line managers
  • Making suggestion for ways to improve our service and to work more efficiently

Your working hours will be Monday to Friday. The council offers a range of flexible working opportunities such as part time, term time only and job share. Job Description

Job Purpose:

Shared Services consists of over 1,000 employees in the Business Support Centre and Business Administration Service. Both of these services provide administration support activities to a wide range of teams and services across the council.

We help the council to streamline operations by redesigning processes, reviewing models of delivery to enable better sharing of resources and exploiting existing or introducing new technology to modernise the way we work.

Our staff use a range of computer programmes and systems to support services which include those working with teams based across the council in a number of different administration roles.

This role is working in the Employment Services team which is responsible for payroll and HR administration processes for over 40,000 employee records. This includes activity relating to all aspects of employment, ranging from recruitment processes, changes to terms and conditions, additional payments, attendance, health and safety, training and leaver processing. You will responsible for delivering key administration duties within demanding deadlines with a customer focused approach.   

Responsibilities for Grade:

  • Working with high levels of accuracy for tasks such as checking documents and recording numerical and alphabetical information.
  • Identify problems and areas for improvement and offer solutions.
  • Supporting staff and develop new team members.
  • Use own initiative and judgement where appropriate, providing outcomes and solutions for customers from a range of options.
  • Work on your own, manage your own workload and use your initiative to adhere to time scales and deadlines.
  • Ability and experience to carry out administrative duties such as filing, faxing, cash handling, photocopying, mail handling, diary management and arranging meetings.
  • Ability to analyse and collate data and use it to produce reports. 
  • Understanding of legal business, financial, audit, confidential and operational requirements of the service, and the impact on its day-to-day work.
  • Work flexibly and move within service areas – working at different locations depending on service demand.

  • Willing to actively participate in training and development activities to ensure up to date knowledge, skills and continuous professional development.

Essential requirementsIt is essential that the candidate should be able to demonstrate the following criteria for the post. Candidates will only be shortlisted for interview if they can demonstrate that they meet all the essential requirements.

Skills Required

  • Well-developed interpersonal and communication skills with a wide range of people including face-to-face, telephone and written communication skills. Including the processes for dealing with varied information with a range of audiences.
  • Work with, and within, multiple teams of staff and contribute to its development with suggestions for new ways of working.

Knowledge Required

  • Knowledge of the applications, systems and IT programmes utilised by the service and being able to accurately record and retrieve information. 
  • Knowledge of Contract procedure rules, Payroll processing, Recruitment and selection, Children’s safeguarding

Experience Required

  • Experience of working on your own and using your initiative to adhere to timescales and deadlines.
  • Experience and understanding of the importance of providing excellent customer services and experience of dealing positively with challenging situations.
