Strategy and Resources

Strategy and Performance includes 3 distinct but closely intertwined functions, all guided by our Best City Ambition and our emerging Organisational Plan ‘Being our Best’, which are our two key planning documents for the city and the council.

The Best City Ambition is our overarching vision to tackle inequality and improve lives for a better future in Leeds. The Organisational Plan sets out our values, behaviours and expectations for managers, as well as the main areas of organisation-wide change.

Communications and Marketing

We support the council’s priorities and our obligation to share information publicly. The team is responsible for corporate communications and marketing, reputation management and proactive public relations, liaising closely with senior officers and members including the Corporate Leadership Team and Cabinet.

We support services across the council, advising on and delivering communications to ensure that residents have the information they need, when they need it and through appropriate channels. Partnership working with other organisations is vitally important especially for our behavioural change campaigns. We also promote the council’s income generating activities to boost funding for essential services.

Within our team of communications and marketing professionals, we cover the full spectrum of communications specialisms including: 

  • press and media relations 
  • marketing and campaigns 
  • graphic design and creative services 
  • social media management and content creation 
  • digital marketing 

Corporate Support

We lead on organisational planning, supporting the Corporate Leadership Team and co-ordinating internal communication and engagement.

Within the Chief Executive’s office our policy team provides flexible proactive corporate support and project co-ordination for the Chief Executive and wider senior leadership.

Our responsive customer relations team manages our complaint process in accordance with the council’s compliment and complaint policy, working with services across the council and co-ordinating ombudsman enquiries.

As a council we want our city to run smoothly and be a safe place for all our citizens. Our resilience and emergency team ensure we meet our statutory civil contingency responsibilities, leading on operational and strategic contingency planning. We liaise with services across the council and with partners throughout the city and West Yorkshire.  

Intelligence and Policy

We have a vital role to promote our understanding of the city and ensure that our work is evidence based. We do this through:  

  • strategic planning and policy development 
  • corporate risk management 
  • consultation and engagement 
  • spatial data and city analysis 
  • performance management

We co-ordinate council initiatives including the Best City Ambition, Leeds Policy Network and Leeds Citizens Panel. We work closely with the Leeds Office of Data Analytics and provide leadership for the council’s university collaboration and policy research activity.
